The Funds and Programmes Division (FPD) within the Parliamentary Secretariat for European Funds, Ministry for the Economy, European Funds and Lands, is requesting quotations for:
The Provision of Legal Services to the Managing Authority (MA) of the European Maritime and Fisheries Fund (EMFF), European Maritime, Fisheries and Aquaculture Fund (EMFAF), Border Management and Visa Instrument (BMVI) and the Brexit Adjustment Reserve (BAR) and the Responsible Authority (RA) for the Asylum, Migration and Integration Fund (AMIF) and Internal Security Fund (ISF).
This is a fee-based contract. The services shall be requested on an ad hoc basis. The awarded contract will be valid either till the end of December 2023 or until the allocated funds of €5,000.00 (excl. VAT) are exhausted. However, the MA/RA reserves the right to renew the contract with the service provider through an addendum. The price quoted should be inclusive of all Taxes but exclusive of VAT and as applicable by law.
This request for quotations is being issued in line with the Public Procurement Regulations, 2016 (Legal Notice 352 of 2016).

The open call for project proposals under the Asylum, Migration and Integration Fund will focus on the following National Objectives:
National Objective – Asylum and Reception
Addressing the need for material aid and support services to be given to migrants, renovation works to be undertaken in open centres managed by NGOs and for the implementation of integration programmes amongst migrants aimed at providing them with tools on their better integration in the Maltese society.
Around €1,500,000 (EU 75% co-financing) will be allocated to the call. Beneficiaries need to contribute to 25% of eligible expenditure and any ineligible costs.
National Objective – Integration
Addressing the implementation of integration measures amongst Third Country Nationals aimed at providing them with language training and cultural orientation classes.
Around €1,200,000 (EU 75% co-financing) will be allocated to the call. Beneficiaries need to contribute to 25% of eligible expenditure and any ineligible costs.

Pre-announcement for calls for project proposals under the Asylum Migration and Integration Fund 2014 - 2020
As the Responsible Authority for the Asylum, Migration and Integration Fund, the Funds and Programmes Division (MEAIM) would like to pre-announce the launching of the ninth call for project proposals under the Asylum, Migration and Integration Fund by end of May 2017.
The Asylum, Migration and Integration Fund (AMIF) 2014 – 2020 promotes the efficient management of migration flows as well as the implementation, strengthening and development of a common Union approach to asylum and immigration. The call for project proposals will target the National Objective for Asylum and Reception, through the implementation of integration measures meant to assist asylum seekers in their integration in our society, as well the provision material aid and assistance in the renovation of open centres run by NGOs. The Call will also target the National Objective for Integration, aimed at providing the necessary linguistic ability and cultural awareness to Third Country Nationals residing in Malta.
A total of €2,700,000.00 in EU Funds will be made available. The Responsible Authority reserves the right to revise the allocation according to the needs identified.

European Return Fund (RF)
The Funds and Programmes Division designated as Responsible Authority for the four Funds under the General Programme Solidarity and Management of Migration Flows 2007 – 2013 launched a call for project proposals under the European Return Fund on the 27th October 2013.
The call for project proposals under AP 2013 will focus on the following Priority Axes 1 & 3:
Priority Axis 1 – Support for the Development of a Strategic Approach to Return Management by Member States
Action 1: Continuing the implementation of assisted voluntary return (AVR) programmes
Priority Axis 3 - Support for Specific Innovative (Inter)-national Tools for Return Management
Action 3 – Improvement of cooperation with other countries of origin in conjunction with other Member States
Around € 390,477 (EU 75% co-financing) will be allocated to the call. Beneficiaries need to contribute to 25% of eligible expenditure and any ineligible costs.
The RF is targeted to all third-country nationals who have not received a final negative decision in relation to their request for international protection and all those who enjoy a form of international protection who may choose to make use of voluntary return. As well as all other third-county nationals who do not or no longer fulfil the conditions for entry and/or stay in a Member State.

Deadline for submission is noon, Friday, 25th October, 2013.
The call for project proposals under AP 2013 will focus on the following Priority Axis:
Priority Axis 1 – Implementation of the events proposed for the purpose of introduction of ‘Common basic principles of policy of integration of immigrants in the EU’ in practice
Action 1: Improvement of procedures for preparation of admission procedure to ensure better integration process
Action 2: Development and improvement of programmes and activities for introduction of newly arrived third-country nationals to the Maltese society and knowledge about Malta
Priority Axis 2 – Elaboration of indicators and methodologies of evaluation for appraisal of progress, adjustment of policies and measures and facilitation of coordination of comparative learning
Action 5: Creation and Implementation of the systems dedicated to collect and analyze information on the needs of various categories of third-country nationals
Priority Axis 3 – Building capacities within policy, coordination and building intercultural knowledge on various levels and governmental departments
Action 6: Training on the intercultural competence, capacity strengthening and diversity management for policy makers, servants and other persons working in the areas pertinent to the objectives of the IF.
Action 7: Creation and Improvement of the systems for cooperation, co-ordination and maintenance of relations of competent institutions and other interested parties
Priority Axis 4 – Exchange of experience, verified procedures and information in the field of integration among member states
Action 8: Seminars, workshops & conferences to share best practices on an international platform
Around €360,999 (EU 75% co-financing) will be allocated to the call. Beneficiaries need to contribute to 25% of eligible expenditure and any ineligible costs.
The IF is targeted at third-country nationals who are residing legally on the territory of a third country and who are complying with specific pre-departure measures and/or conditions set out in national law.

The RF is targeted to all third-country nationals who have not received a final negative decision in relation to their request for international protection and all those who enjoy a form of international protection who may choose to make use of voluntary return. Around €100,000 (EU 75% co-financing) will be allocated to the call. Beneficiaries need to contribute to 25% of eligible expenditure and any ineligible costs.
The ERF is targeted to third-country nationals or stateless persons who have the status or have applied for the status of refugee/for subsidiary protection or enjoy temporary protection or are being or have been resettled in Malta.

Call for Proposals 2013 Annual Programme (AP)
Open calls for project proposals
The Funds and Programmes Division (MEAIM) designated as Responsible Authority for the four Funds under the General Programme Solidarity and Management of Migration Flows 2007 – 2013 launched calls for project proposals under the European Refugee Fund, European Fund for the Integration of Third Country Nationals and European Return Fund on the 3rd May 2013.

European Refugee Fund (ERF)
The call for project proposals under AP 2013 will focus on the following Priority Axis:
Priority Axis 1 – Implementation of the Pronciples and measures set in the Cmmunity Acquis in the field of asylum, including those related to integration objectives
Action 1: Reception Conditions & Asylum Procedures
Activity 1: Increasing capacity & renovation of accommodation facilities
Activity 2: Provision of material aid in the centres
Activity 3: Continued provision of medical care
Activity 4: Enhancement of assistance provided to vulnerable persons
Action 2: Integration
Continued provision of educational services
Around € 876,980.00 (EU 75% co-financing) will be allocated to the call. Beneficiaries need to contribute to 25% of eligible expenditure and any ineligible costs.
The ERF is targeted to third-country nationals or stateless persons who have the status or have applied for the status of refugee/subsidiary protection, enjoy temporary protection or are being/have been resettled in Malta.

European Fund for the Integration of Third Country Nationals (IF)
The call for project proposals under AP 2013 will focus on the following Priority Axis:
Priority Axis 1 – The implementation of the events proposed for the purpose of introduction of ‘Common Basic Principles for policy of integration of immigrants in the EU’ in practice
Action 1: Improvement of procedures for preparation of admission procedure to ensure better integration process
Action 2: Development and improvement of programmes and activities for introduction of newly arrived third-country nationals to the Maltese society and knowledge about Malta
Action 3: Development and improvement of programmes and activities to establish and maintain relations with specific groups of third-country nationals
Action 4: Development and Improvement of the programmes and activities to provide consultations and information to third-country nationals in creating more favourable opportunities for them to use public and private services.
Priority Axis 2 – Elaboration of indicators and methodologies of evaluation for appraisal of progress, adjustment of policies and measures and facilitation of coordination of comparative learning
Action 5: Creation and Implementation of the systems dedicated to collect and analyze information on the needs of various categories of third-country nationals
Priority Axis 3 – Building capacities within policy, coordination and building intercultural knowledge on various levels and governmental departments
Action 6: Training on the intercultural competence, capacity strengthening and diversity management for policy makers, servants and other persons working in the areas pertinent to the objectives of the IF.
Action 7: Creation and Improvement of the systems for cooperation, co-ordination and maintenance of relations of competent institutions and other interested parties
Priority Axis 4 – Exchange of experience, verified procedures and information in the field of integration among member states
Action 8: Seminars, workshops & conferences to share best practices on an international platform
Around €555,999.00 (EU 75% co-financing) will be allocated to the call. Beneficiaries need to contribute to 25% of eligible expenditure and any ineligible costs.
The IF is targeted at third-country nationals who are residing legally on the territory of a Member State and who are complying with specific pre-departure measures and/or conditions set out in national law.

European Return Fund (RF)
The call for project proposals under AP 2013 will focus on the following Priority Axis:
Priority Axis 1 – Support for the Development of a Strategic Approach to Return Management by Member States
Action 1: Continuing the implementation of assisted voluntary return (AVR) programmes
Priority Axis 3 – Support for Specific Innovative (Inter) national Tools for Return Management
Action 3: Improvement of cooperation with other countries of origin in conjunction with other Member States
Around €390,477.00 (EU 75% co-financing) will be allocated to the call. Beneficiaries need to contribute to 25% of eligible expenditure and any ineligible costs.
The RF is targeted to all third-country nationals who have not received a final negative decision in relation to their request for international protection and all those who enjoy a form of international protection who may choose to make use of voluntary return. As well as all other third-county nationals who do not or no longer fulfil the conditions for entry and/or stay in a Member State.

ERF 10th Call for Proposals
Open call for Project Proposals under Annual Programme 2012 European Refugee Fund (ERF)
The Funds and Programmes Division (OPM) designated as Responsible Authority for the four Funds under the General Programme Solidarity and Management of Migration Flows 2007 - 2013 issued a second call for project proposals under the European Refugee Fund on the 14th February 2013. The call will close at noon, 28th March, 2013.

The Call for Project Proposals under AP 2012 will focus on the following Priority Axis:
Priority Axis 1 – Implementation of the principles and measures set in the Community Acquis in the field of asylum, including those related to integration objectives
Action 1: Reception Conditions & Asylum Procedures
Activity 2: Provision of material aid in the centres
Around €197,509 (EU 75% co-financing) is being allocated to this Activity. Beneficiaries need to contribute to 25% of eligible expenditure and any ineligible costs.
Action 2: Integration
Activity 5: Continued provision of educational services
Around €126,066 (EU 75% co-financing) is being allocated to this Activity. Beneficiaries need to contribute to 25% of eligible expenditure and any ineligible costs.

The call will close at noon, 19th February, 2013.

European Fund for the Integration of Third-Country Nationals (IF)
The call for project proposals under AP 2012 will focus on the following Priority Axis:
Priority Axis 1 – Implementation of the events proposed for the purpose of introduction of 'Common basic principles of policy of integration of immigrants in the EU' in practice
Action 1: Improvement of procedures for preparation of admission procedure to ensure better integration process
Action 3: Development and improvement of programmes and activities to establish and maintain relations with specific groups of third-country nationals

European Return Fund
The call for project proposals under AP 2012 will focus on the following Priority Axes:
Priority Axis 3 – Support for Specific Innovative (Inter)-national Tools for Return Management
Action 3: Improvement of cooperation with other countries of origin in conjunction with other Member States
Action 4: Project Co-operation between Malta and African countries to enhance migration dialogue and developments
Around € 191,403 (EU 75% co-financing) is beign allocated to the call. Beneficiaries need to contribute to 25% of eligible expenditure and any ineligible costs.
The RF is targeted to all third-country nationals who have not received a final negative decision in relation to their request for international protection and all those who enjoy a form of international protection who may choose to make use of voluntary return. As well as all other third-county nationals who do not or no longer fulfil the conditions for entry and/or stay in a Member State.
