The Funds and Programmes Division (FPD) was set up in July 2011 as part of an administrative structure required to handle the management of EU Funds (with the exception of Structural Funds and the Cohesion Fund) and other Funds allocated to Malta and to provide guidance and support to the focal points of the EU and other Programmes that are managed directly by the European Commission or other EU institutions. The Funds and Programmes Division is made up
of two Directorates
namely the Fisheries, Home and Direct Funds Directorate,and the Agriculture Funds Directorate. A Direct Funds unit within the FPD has also been set up with the aim to increase participation of direct management funds in Malta.
The FPD fulfills a number of main functions:
National Focal Point for the EEA and the Norwegian Financial Mechanisms;
National Co-ordinator of the Swiss-Maltese Cooperation Programme;
National Contact Point for the European Territorial Cooperation Programmes (ETC) 2014-2020;
National Contact Point for the Italia Malta Cross Border Programme 2014-2020;
National Co-ordinator for TAIEX and Twinning;
National Contact Point for the European Globalisation Fund (EGF) and the European Solidarity Fund;
National Authority for the ERASMUS+ Programme;
Responsible Authority for the Asylum, Migration and Integration Fund (AMIF) 2014-2020 and Internal Security Fund (ISF) 2014-2020;
Managing Authority for the European Agricultural Fund for Rural Development (EAFRD);
Managing Authority for the European Maritime and Fisheries Fund (EMFF);
Coordination and guidance to focal points of the various EU and other Funds and Programmes.

efficient absorption and management of European assistance, both EU and
bilateral, through effective coordination across Government Departments,
Authorities, Agencies and other stakeholders. Additionally, maximum visibility,

targeting potential applicants for funding and also the general public,
together with communication with the media.

Inġ. Anthony Camilleri
Director General
Inġ. Anthony Camilleri is a
warranted mechanical engineer by profession who joined the Public Service in
1989. During his career spanning over more than 30 years, he has been
assigned top management positions (as Head of the Consumer and Industrial Goods
Directorate within the Malta Standards Authority (MSA), Chief Executive Officer
of the same MSA, Director General of the Technical Regulations Division within
the Malta Competition and Consumer Affairs Authority (MCCAA), Permanent
Secretary (EU Funds) within the Office of the Prime Minister and Head
Coordinator within the Ministry for European Affairs and the Implementation of
the Electoral Manifesto. The foregoing experience in such positions has
been periodically backed-up and supplemented over time by sharpening his negotiating/technical
skills at each and every time he represented Malta in EU fora since 1997.
Furthermore, he kept attending targeted/specialized training sessions both
locally and abroad, thus keeping abreast of a changing and fast evolving Public
Administration. Inġ. Camilleri assumed
the responsibility of Director General (Funds and Programmes) as from 1st
April 2020.
