Measure 2.1: Support to help farmers benefit from the use of advisory services
Measure 16.2 - Support for pilot projects, and for the development of new products, practices, processes and technologies
Measure 16.4 - Support for horizontal and vertical co-operation among supply chain actors for the establishment and development of short supply chains and local markets
Measure 16.6 - support for cooperation among supply chain actors for sustainable provision of biomass for use in food and energy production and industrial processes
The Director General of the Funds and Programmes Division, within the Parliamentary Secretariat for European Funds and Social Dialogue announces the pre-launch of four (4) new schemes under the Rural Development Programme.
The scope of Measure 2.1 – ‘Support to help farmers benefit from the use of advisory services’ is to provide assistance to farmers through recognized Farm Advisory Service providers by meeting the costs arising from their use of advisory services to improve the overall performance of the farmers’ holding.
Eligible beneficiaries under Measure 2.1 are Farm Advisory Service providers recognized by the Farm Advisory Service Registration Board. The recipients of the advice is restricted to farmers for their agricultural activity.
The co-operation measures (Measures 16.2, 16.4 and 16.6) support new and innovative joint activities by assisting operators in working together to overcome disadvantages faced by the Agricultural Sector. The Co-operation measures offer support that can be used to make new things happen rather than used to support joint activities which are already taking place. The measure could also be used to support an existing group of co-operating entities in undertaking a new joint project.
The indicative budgets for measures 2.1 and 16 are €1.9 million and €3.7 million respectively.
Applications will open on 13th May 2019; further details on the application process will be published in due course on the Managing Authority website www.eufunds.gov.mt. Measure 4.4: Support for non-productive investments linked to the achievement of agri-environment-climate objectives
The Director General of the Funds and Programmes Division, within the Parliamentary Secretariat for European Funds and Social Dialogue announces the re-launch of -measure 4.4 of the Rural Development Programme for Malta, 2014 – 2020.
Measure 4.4 ‘Support for non-productive investments linked to the achievement of agri-environment-climate objectives’ aims to support farmers, land managers, businesses, Non-Governmental Organisations (NGOs), Local Councils and other public entities to implement projects that will lead to the restoration of habitats and landscapes, soil conservation, and water management.
Beneficiaries supported through this measure will receive 80% of the total eligible project costs.
The indicative budget for measure 4.4 is of €10 million. This will bring the total budget allocation for issued calls under the RDP to €105 million.

Project
Closure: MA reminder to RDP beneficiaries and prospective applicants
The Managing Authority
would like to remind private beneficiaries that are currently implementing a
project funded through the European Agricultural Fund Rural Development (RDP),
that as previously stated, other application(s) under the same sub-measure can
only be submitted once the first project has been ‘closed’. Project closure
takes place when the Agriculture and Rural Payments Agency has carried out its
final controls and has issued the final payment to the beneficiary. Where
requested by the MA, the Final Project Report would have to be submitted prior
to the submission of a fresh application.
In view of the foregoing,
new applications requesting funding through measures from which the applicant
is currently benefitting will not be assessed by the Project Selection
Committee. Similarly, applicants whose
project application is still under appeal can only re-submit an application
through the same sub-measure once the decision of the Project Selection Appeals
Board has been issued. At which stage, by submitting a fresh application under
the same measure, the process for the previous application would be drawn to a close.
Notwithstanding the above,
applicants can concurrently submit multiple applications under multiple RDP sub-measures.

PRE - ANNOUNCEMENT
Measure 4.2: Support for investments in processing/marketing and/or development of agricultural products
Measure 6.4: Support for investments in creation and development of non-agricultural activities
The Director General of the Funds and Programmes Division, within the Parliamentary Secretariat for European Funds and Social Dialogue announces the pre-launch of two new schemes under the Rural Development Programme.
Measure 4.2 ‘Support for investments in processing/marketing and/or development of agricultural products’ has the aim to support farmers and processors in adding value to primary products or in developing new products, and/or opening up new markets.
Farmers and other businesses and entities active in the agricultural and processing sectors are eligible for support under this measure. Beneficiaries will receive 50% of the total eligible project costs. Projects must result in a benefit to the local agricultural sector.
The other scheme, measure 6.4 ‘Support for investments in creation and development of non-agricultural activities’ has the objective to stimulate the rural business environment, to contribute to an increased number of non-agricultural activities carried-out in rural areas as well as to develop existing non-agricultural activities, create jobs, increase the income of the rural population and alleviate rural-urban disparities. Beneficiaries will receive 50% of the total eligible project costs.
Support under the latter measure is targeted to farmers, farm family members and other rural entrepreneurs intending to diversify their main economic activity or to start a new economic activity by investing in non-agricultural activities with the aim to increase their income and to create occupational alternatives.
The indicative budgets for measures 4.2 and 6.4 are €4.7 million and €7.7 million respectively. This will bring the total budget allocation for issued calls under the RDP €95 million. This investment is key to the government’s mission to facilitate better quality and sustainability in the local agricultural sector.

Annual Event of the Managing Authority (MA) of the European Agricultural Fund for Rural Development (EAFRD) 2014-2020 at the Event Festa Għeneb
On the 27th August 2017 the Managing Authority for the Rural Development Programme for Malta within the Ministry for European Affairs and Equality (MEAE) will be participating in the event Festa Għeneb which will be organised by the Siggiewi Local Council and held in Pjazza San Nikola, Siggiewi.
Festa Għeneb celebrates the cultivation of vineyards, grape gathering and winemaking which are synonymous with the village of Siggiewi due to the fact that this locality has the largest number of vineyards on the island. This old tradition involves directly and indirectly almost 400 families.
During this event the MA will be meeting the farming community as well as those present to provide information and distribute informative publications about the Rural Development Programme for Malta 2014-2020

Measure M3.1 – Support for new participation in quality schemes
The Director General Funds and Programmes Division, within the Parliamentary Secretariat for the EU Presidency 2017 and EU Funds, would like to announce that it shall be launching a call for applications for grants under sub-measure 3.1, ‘Support for new participation in quality schemes’ under the Rural Development Programme (RDP) 2014-2020 for Malta.
Sub-measure 3.1 provides support for farmers and groups of farmers to join quality schemes which serve as a guarantee of product quality standards and marks. The sub-measure will provide support for new participation in Malta’s ‘Products of Quality’ National Scheme as well as in the established EU quality schemes, such as organic farming.
Support shall be granted to cover cost of certification and annual contribution required under the respective quality schemes for a duration of 5 years.
The Managing Authority will be organizing an information session on Wednesday 17th May at 2PM. Those interested in participating are requested to register their interest by contacting the Managing Authority on 2200 1108 or rdd.meae@gov.mt

The Director General Funds and Programmes Division within the Parliamentary Secretariat for the EU Presidency 2017 and EU Funds, would like to announce a pre-call for applications for grants under Measure M6.1 of the Rural Development Programme (RDP) for Malta 2014-2020: Business Startup Aid for Young Farmers
The measure encourages entry into the agricultural for young farmers; support under this sub measure is provided for facilitating the first setting up (as head of holding) of the young farmer.
Eligible young farmers should not have turned 41 years of age when submitting the application nor already completely set-up as head of holding.
The actual launch of calls with all the details, will be published in the coming weeks and will be available on the Managing Authority webpage: www.eufunds.gov.mt. The related application form and relevant documentation (including the list of eligible actions) will be made available through the same link once the call is launched.
The Managing Authority will be holding information sessions on this sub-measure on Tuesday 21st February at the Government Experimental Farm in Xewkija Gozo at 4 Pm and on Wednesday 22nd February at the Fruit and Vegetable Market Centre (Pitkalija) in Ta’ Qali Limits of Attard at 4 Pm.

Pre-Notification of Measure 4.3
Parliamentary Secretary for the EU Presidency 2017 and EU Funds Ian Borg has today announced the pre-launch of a measure (M4.3) under the Rural Development Programme (RDP) for Malta 2014-2020 aimed at supporting the Construction and Improvement of farm access roads.
Accessibility remains a major challenge within the agricultural sector; inadequate access road add to the difficulties posed by the fragmented nature of land-holdings. These make access a particular problem for farms, both in terms of inputs (delivery of items to be used on farms) and also removing produce for marketing purposes.
The efficient management of local infrastructure is not only vital to ensure competitiveness in agriculture but also to ensure the sustained preservation of farm holdings that are increasingly under threat of land abandonment. The improvement in accessibility to farm holdings through the upgrading of farm access roads will increase farm utilization, improve farm management and increase farm efficiency.
Beneficiaries (in terms of eligible applicants) under this measure are entities with a remit of constructing and upgrading farm access roads.
Parliamentary Secretary Borg said that this sub-measure (M4.3 of the RDP) has an allocation of €10m and will complement measures announced throughout this year, bringing the total value for calls issued to €65 million.

Pre-Notification of Measure 4.1
Parliamentary Secretary for the EU Presidency 2017 and EU Funds Ian Borg has today announced the pre-launch of an Investments in Agriculture measure aimed at supporting agricultural holdings to invest in cost-effective and environmentally efficient systems.
Support under this operation within the Rural Development Programme (RDP) for Malta 2014-2020 will include on-farm support for investments in more efficient equipment, improvements aimed at both reducing energy consumption as well as capturing and storage of energy, and investments in agricultural waste management. Investments in water harvesting such as new water reservoirs (ġiebja) as well as investments in improved crop storage or other activity to improve the quality of the product are also eligible.
The measure also support the construction, acquisition as well as improvements to immovable agricultural property; this may include buildings for specialised handling, storage, provision of ventilation, insulation and refrigeration.
Beneficiaries can include farmers or group of farmers.
Parliamentary Secretary Borg said that this sub-measure (M4.1 of the RDP) has an allocation of €25m and it is expected that over 200 farmers receive grants that can reach up to €150,000 per farmer, with an aid intensity of 50%. This measure will be complementing the three measures announced earlier this year, where €30 million have been committed for farmers working agricultural land to specific agricultural practices that respect and support the environment.
In order to ensure maximum transparency and an even level playing field for all, potential beneficiaries are being given a two month pre-launch period so they can adequately prepare for submission of their project proposals. Beneficiaries will be selected through a competitive procedure and applications will be received in the first weeks of January 2017. An open rolling-call system will be adopted with periodical selection stages.
All potential beneficiaries are reminded that eligible expenditure can only be committed to after the signing of an agreement between the farmer and the Managing Authority within the Funds and Programmes Division, Ministry for European Affairs and Implementation of the Electoral Manifesto.
Parliamentary Secretary Ian Borg remarked that the local Agricultural sector is looking forward to such support to enable farmers in carrying out much needed investments in this competitive sector. It is hence expected that this Rural Development measure will generate significant interest and this augurs well for the future of the Maltese Agricultural sector.

Parliamentary Secretary for the EU Presidency 2017 and EU Funds Ian Borg has today announced the pre-launch of a measure aimed at supporting agri-environment-climate objectives under the Rural Development Programme.
Support under this operation will include the restoration of habitats and landscapes, soil conservation and water management where there is no significant economic return to a farmer or other rural business from such action. Actions may also include management plans, and works, establishing, restoring, or re-instating infrastructure needed for management of habitats. This includes rubble wall establishment or restoration, terracing, and soil conservation measures as well as corbelled stone huts.
Beneficiaries can include farmers, businesses, public entities and non-profit organisations.
Parliamentary Secretary Borg said that this sub-measure (M4.4 of the RDP) has an allocation of €12m and it is expected that around 600 beneficiaries receive grants that can reach up to €150,000, with an aid intensity of at least 50%. This measure will be complementing the two measures launched earlier this year, where €18 million have been committed for farmers working agricultural land to specific agricultural practices that respect the environment.
In order to ensure maximum transparency and an even level playing field for all, potential beneficiaries are being given a two month pre-launch period so they can adequately prepare for submission of their project proposals. Beneficiaries will be selected through a competitive procedure and applications will be received in the first weeks of December 2016. An open rolling-call system will be adopted with periodical budgeting and selection stages.

Launch of the Public Consultation Process on the Environmental Report of the Strategic Environmental Assessmnet of the Rural Development Programme for Malta (2014-2020) financed under the European Agricultural Fund for Rural Development (EAFRD)
The preparations concerning the Rural Development Programme for Malta (2014 – 2020) have reached an advanced stage. The general public and interested stakeholders are therefore being invited to provide their feedback on the draft Environmental Report in connection with the Strategic Environmental Assessment prepared to evaluate the likely environmental effects of the draft the Rural Development Programme for Malta (2014 – 2020).
In this regard, all interested parties are encouraged to provide their feedback by submitting comments on rdd.meaim@gov.mt by 15th July 2014.
The documentation shall also be available in published form for viewing, during office hours, at the Funds and Programmes Division, Triq il-Kukkanja, Santa Venera.

NRN Public Consultations
Public Seminar – Malta’s Rural Development Programme 2014-2020 – Friday, 8th Nov 2013
The Managing Authority within the Secretariat for Agriculture, Fisheries and Animal Rights, responsible for the Maltese National Rural Network organised a public seminar to discuss Malta’s Rural Development Program 2014-2020. The guest speakers for this event were Dr. Janet Dwyer, and Profs John Powell from the Community and Country Research Institute, University of Gloucestershire, UK. They analysed the feedback collected during the previous consultation meetings and gave an overview of the key findings.
Mr. Donald Aquilina from the Managing Authority discussed the new approaches to implement the next Rural Development Programme and gave an insight about the next steps to be taken, leading to the absorption of agricultural and rural development funds allocated to Malta by the European Union.

Public Seminar - The Sustainable Development of Agriculture post 2013 – Thursday 30th Jun 2011
The Managing Authority (MA) within the Ministry for Resources and Rural Affairs (MRRA) responsible for the Maltese National Rural Network organised a public seminar to discuss the sustainable development of Agriculture post 2013” in relation to the Common Agricultural Policy. The guest speaker for this event was Dr. Janet Dwyer, Professor of Rural Policy, University of Gloucestershire, UK. Dr Dwyer delivered a walkthrough on the evolution of the CAP, the reforms undertaken and the developments for a new policy post 2013.

Mid-Term Evaluation Report of Malta’s RDP - 15th April 2011
An information session on the findings and recommendations emanating from the Mid-Term Evaluation Report of Malta’s RDP were presented to rural stakeholders during a meeting held on Friday the 15th of April 2011. The MTE Report aims to examine the degree of utilisation of resources, the effectiveness and efficiency of the programme, its socioeconomic impact and its impact on the Community priorities.
The 9th National Rural Network Meeting and Imnarja Event – 28th June to 1 July 2010:
The Ministry for Resources and Rural Affairs through the Managing Authority for Rural Development presented a showcase of projects financed, as well as provided information on the funding opportunities that exist under the Rural Development Programme for Malta 2007 - 2013. The event was part of the programme of a 4-day European Rural Network Conference organised by the European Commission and hosted by the Maltese National Rural Network within the Ministry for Resources and Rural Affairs. Following the Imnarja event, the 9th National Rural Network meeting was held in which DG AGRI discussed the contributions that each country presented on the reform on the Common Agricultural Policy post-2013. Participants were also given the opportunity to discuss priority topics of common interest related to NRN thematic initiatives as well as future activities planned.

The future of the Common Agricultural Policy after 2013:
The European Commissioner for Agriculture and Rural Development has launched on the 12 April 2010 a public debate on the future of the Common Agricultural Policy after 2013. Since its beginning, the CAP has adapted itself in order to address the particular challenges and needs that agriculture and rural areas were facing from time to time. Over the years the CAP has been reformed several times, the most significant ones being the 2003 reform and the Health Check of 2008. The CAP has a lot to offer in facing the future challenges and in reaching the objectives of the EU 2020 strategy. The main objective of this debate is to have a CAP that addresses the needs of EU citizens by gathering the reactions from the general public on the future of the CAP after 2013.
The Maltese National Rural Network has also contributed to this public debate. The Maltese NRN organised three main activities from which contributions were collected, namely:
A telephone survey to the general public;
A one-to-one semi-structured interviews with the key rural stakeholders;
A consultation meeting with rural stakeholders.
A report on the contributions that the Maltese National Rural Network collected was drafted and sent to the European Network for Rural Development. This report formed part of the contribution of the European Network for Rural Development to the Public debate on the Common Agricultural Policy after 2013.
