Block Procedure Timetable
For the purpose of the calls for Measures listed below the MA will be adopting an Open Block Calls Procedure. This means that a batch of applications received within a respective time block will be assessed separately from applications received in subsequent batches.

European Agricultural Fund for Rural Development 2014-2020
UPDATE (linked to pre-announcement of 17th
December 2021)
The
Managing Authority makes reference to the pre-announcement dated 17th
December 2021 regarding closing of batches under a number of RDP 14-20
measures. In view that the 15th April 2022 falls on a Public
Holiday, the date of 15th April 2022 is being replaced by a new
(later) date, this being the 22nd April 2022., at noon.
This
does not impact any later batches' dates as may be applicable. This
notificatoin shall only have a partial impact on M4.1 Batch 15 and M6.1 Batch
10. As originally informed, these same measures have another subsequent closing
date of Friday 10th June, 2022, which remains unaltered.
Applications
under M4.1 and M6.1 submitted between the date of this notification and Friday
22nd April will be included in Batch 15 M4.1 and Batch 10 M6.1,
respectively.

Clarifications – Calls issued on 3rd January 2022
The Managing Authority is advising that, for the calls issued on the 3rd January 2022, it is accepting a Tax Compliance Status report issued by the Office of the Commissioner for Revenue in lieu of a Tax Compliance Certificate only in cases where the pending amount is solely the amount due to the Office of the Commissioner for Revenue by Malta Enterprise under the COVID 19 Wage Supplement Scheme.

Notice – Project Closure Report - Non-IACS Beneficiaries – RDP 2014-2020 (excluding M10.1, 11.2, 13.3)
The Managing
Authority would like to inform all beneficiaries that it would be requesting a
Project Closure Report to be submitted to the satisfaction of the same Managing
Authority. To this effect as from 1st December 2020 all final
payment claims submitted at ARPA would require a completed Project Closure
Report for the payment of such claim. Completed projects which have had
their final payment claim processed prior to the 1st December 2020
would be requested to submit the Project Closure Report nonetheless. This
Project Closure Report is being requested under the beneficiary obligations
contained under Article 5 of the Grant Agreement.

M11.2 in the upcoming request period unless otherwise
notified by the Managing Authority.

Unless otherwise notified by the Managing Authority,
this measure will close as from Friday 24th July 2020, noon. Prospective
applicants are urged to submit their application in Batch 13 as early as
possible. Deadline is Friday 24th July 2020, noon.

Notices in view
of the COVID-19 crisis
(1) Procedure for the receipt
of applications during the ongoing COVID-19 outbreak
Prospective applicants
are to note that given the evolving nature of the COVID-19 outbreak, only soft copies sent via email to rdd.mfea@gov.mt will be accepted.
Applications in hard
copy, whether submitted by mail, by hand or any other means, will not be accepted and in this case, the application will not be deemed
admissible and hence not considered during the evaluation process. Likewise, no
pen-drives, cd’s etc will be accepted. Again, in
such case, and in this case, the application will not be deemed admissible and
hence not considered during the evaluation process. This applies to
submissions at both the Front Offices in Malta and Gozo as well as the Managing
Authority Offices in St. Venera.
Only applications that
successfully reach the working mailbox rdd.mfea@gov.mt by the close of
deadline will be considered. It remains the responsibility of the applicant to
ensure that the application was successfully delivered.
Note that there is a
limit on the size of emails and attachments that can be received into the MA
electronic mailbox. Applications are to be sent in compressed zipped folder/s, with each documentation
clearly labelled. If the email and attachments in total exceeds 10MB,
multiple emails carrying different parts of the application may be sent. Each
email is to contain only one compressed zipped folder. The
email subject should contain the application reference, the part number and the
total number of parts. (e.g. Application M4.1 Joe Borg - Part 2 of 3).
Note that in case of multiple emails, only emails received within the
application period will be considered and the documentation therein can in no
way be changed or modified or new documentation introduced.
The email has to successfully reach
the RDD mailbox within the application period and not any other mailbox
within the Government of Malta email infrastructure system. If it does not
reach the RDD mailbox within the application period, the application will not
be deemed admissible and hence not considered during the evaluation process.
The MA will not have any obligation
to request or attempt any recovery of emails that fail to reach the RDD
inbox due to the applicant’s failure to follow this guidance document. The
MA will not be held responsible if there are any delays associated with
non-delivery notifications that may lead to the applicant failing to submit an
application within the deadline.
The MA remains available to confirm
with applicants that an application has been received if contacted via
email rdd.mfea@gov.mt
or via Tel. 2200 1117 / 2200 1162
during office hours. The MA will also issue, after a manual check on the
submitted applications, an acknowledgement letter within 10 working days from
receipt of application.
Note that the automated
acknowledgement sent from the RDD mailbox does not in any way confirm or
otherwise the (a) successful receipt of part or full application, nor, (b) that the application is deemed
admissible. Prospective applicants are strongly advised to avoid submitting
applications on the last days of the call.
(2) Obligatory documentation in applications
Prospective applicants are to note that given the evolving
nature of the COVID-19 outbreak, any documentation previously listed in Measure
guidelines and application form as ‘Obligatory’ will, unless otherwise
notified, be considered as ‘Required’ documentation. Hence, submitted
applications with missing ‘Obligatory documentation’ will be deemed admissible.
The signatures in section 5 and 6 of the application remain ‘obligatory’
since these are an integral part of the application.
An
application will not be admissible, and hence not considered during the
evaluation process, if
obligatory parts of the application are not received within the system within
the deadline.
The
applicants will be advised further, during the evaluation process, with regards
to the submission of any necessary documentation.
This notification
supersedes any previous guidance notes, website notifications or other media
notification issued on this Measure 4.1 prior to the launch of this call,
Friday 22nd May 2020. Other notifications can be issued on such
platforms following the issue of this call.

Notice Measure 10.1: Extension of Deadline for the Submission of Soil samples for Soil Organic Matter to the Laboratory for AECM 5
