This Request for Quotations, which is being issued by the Managing Authority (MA) for the European Agricultural Fund for Rural Development (EAFRD) is for the provision of supply and installation of Physical Sorage for the Managing Authority of the European Agricultural Fund for Rural Development for Malta (2014 – 2020
The expenditure will be co-financed by the European Union from the Technical Assistance of the European Agricultural Funds for Rural Development (EAFRD) 2014-2020.

MA reminder to RDP beneficiaries and
prospective applicants
The Managing
Authority would like to remind private beneficiaries that are currently
implementing a project under EAFRD (RDP), that as previously stated, other
application(s) under the same Measure can only be submitted once the current
project is successfully completed and the ARPA has issued the final
reimbursement. Where requested by the MA, the final project report would have
to be submitted prior to the submission of a fresh application.
In view of
the foregoing, new applications under measures through which the applicant is
currently benefitting will not be assessed.
Notwithstanding
the above, applicants can concurrently submit multiple applications under
multiple RDP measures.

Measure 4.2: Support for investments in processing/marketing and/or development of agricultural products
Measure 6.4: Support for investments in creation and development of non-agricultural activities
The Director General of the Funds and Programmes Division, within the Parliamentary Secretariat for European Funds and Social Dialogue announces the pre-launch of two new schemes under the Rural Development Programme.
Measure 4.2 ‘Support for investments in processing/marketing and/or development of agricultural products’ has the aim to support farmers and processors in adding value to primary products or in developing new products, and/or opening up new markets.
Farmers and other businesses and entities active in the agricultural and processing sectors are eligible for support under this measure. Beneficiaries will receive 50% of the total eligible project costs. Projects must result in a benefit to the local agricultural sector.
The other scheme, measure 6.4 ‘Support for investments in creation and development of non-agricultural activities’ has the objective to stimulate the rural business environment, to contribute to an increased number of non-agricultural activities carried-out in rural areas as well as to develop existing non-agricultural activities, create jobs, increase the income of the rural population and alleviate rural-urban disparities. Beneficiaries will receive 50% of the total eligible project costs.
Support under the latter measure is targeted to farmers, farm family members and other rural entrepreneurs intending to diversify their main economic activity or to start a new economic activity by investing in non-agricultural activities with the aim to increase their income and to create occupational alternatives.
The indicative budgets for measures 4.2 and 6.4 are €4.7 million and €7.7 million respectively. This will bring the total budget allocation for issued calls under the RDP €95 million. This investment is key to the government’s mission to facilitate better quality and sustainability in the local agricultural sector.
Applications will open on 1st November 2018; further details on the application process will be published in due course. Any interested applicants are invited to register their interest via e-mail on rdd.meae@gov.mt, indicating the measure/s they are interested in. The MA shall invite registered interested applicants for an information session to be held at a later date.

The Managing Authority and the Agriculture and Rural Payments Agency are hereby informing all AEM4 and AECM1 beneficiaries that in view of the limited rainfall currently being experienced by the Maltese Islands, no penalties will apply if tilling in vineyards and orchards is carried out from the date of this notification (therefore before the date stipulated in the Guidelines, namely the 15th of March 2018). This notification is valid only for calendar year 2018.

Measure M3.1 – Support for new participation in quality schemes
The Director General Funds and Programmes Division, within the
Parliamentary Secretariat for the EU Presidency 2017 and EU Funds, would like
to announce that it shall be launching a call for applications for grants under
sub-measure 3.1, ‘Support for new
participation in quality schemes’ under the Rural Development Programme (RDP) 2014-2020
for Malta.
Sub-measure 3.1 provides support for farmers and groups of farmers to
join quality schemes which serve as a guarantee of product quality standards
and marks. The sub-measure will provide support for new participation in Malta’s ‘Products of Quality’
National Scheme as well as in the established EU quality schemes, such as
organic farming.
Support shall be granted to cover cost of certification and annual
contribution required under the respective quality schemes for a duration of 5
years.
The Managing Authority will be organizing an
information session on
Wednesday 17th May at 2PM. Those interested in participating are requested to

Measure M6.1 - Business Startup Aid for Young Farmers
The Director General Funds and Programmes
Division within the Parliamentary Secretariat for the EU Presidency 2017 and EU
Funds, would like to announce a pre-call for applications for grants under
Measure M6.1 of the Rural Development Programme (RDP) for Malta 2014-2020:
Business Startup Aid for Young Farmers
The measure encourages entry into the
agricultural for young farmers; support under this sub measure is provided for
facilitating the first setting up (as head of holding) of the young farmer.
Eligible young farmers should not have
turned 41 years of age when submitting the application nor already completely
set-up as head of holding.
The actual launch of calls with all the
details, will be published in the coming weeks and will be available on the
Managing Authority webpage: www.eufunds.gov.mt. The related application form
and relevant documentation (including the list of eligible actions) will be
made available through the same link once the call is launched.
The Managing Authority will be holding
information sessions on this sub-measure on Tuesday 21st February at
the Government Experimental Farm in Xewkija Gozo at 4 Pm and on Wednesday 22nd
February at the Fruit and Vegetable Market Centre (Pitkalija) in Ta’ Qali

Pre-Notification of Measure 4.1
Parliamentary Secretary for the EU Presidency 2017 and EU Funds Ian Borg has today announced the pre-launch of an Investments in Agriculture measure aimed at supporting agricultural holdings to invest in cost-effective and environmentally efficient systems.
Support under this operation within the Rural Development Programme (RDP) for Malta 2014-2020 will include on-farm support for investments in more efficient equipment, improvements aimed at both reducing energy consumption as well as capturing and storage of energy, and investments in agricultural waste management. Investments in water harvesting such as new water reservoirs (ġiebja) as well as investments in improved crop storage or other activity to improve the quality of the product are also eligible.
The measure also support the construction, acquisition as well as improvements to immovable agricultural property; this may include buildings for specialised handling, storage, provision of ventilation, insulation and refrigeration.
Beneficiaries can include farmers or group of farmers.
Parliamentary Secretary Borg said that this sub-measure (M4.1 of the RDP) has an allocation of €25m and it is expected that over 200 farmers receive grants that can reach up to €150,000 per farmer, with an aid intensity of 50%. This measure will be complementing the three measures announced earlier this year, where €30 million have been committed for farmers working agricultural land to specific agricultural practices that respect and support the environment.
In order to ensure maximum transparency and an even level playing field for all, potential beneficiaries are being given a two month pre-launch period so they can adequately prepare for submission of their project proposals. Beneficiaries will be selected through a competitive procedure and applications will be received in the first weeks of January 2017. An open rolling-call system will be adopted with periodical selection stages.
All potential beneficiaries are reminded that eligible expenditure can only be committed to after the signing of an agreement between the farmer and the Managing Authority within the Funds and Programmes Division, Ministry for European Affairs and Implementation of the Electoral Manifesto.
Parliamentary Secretary Ian Borg remarked that the local Agricultural sector is looking forward to such support to enable farmers in carrying out much needed investments in this competitive sector. It is hence expected that this Rural Development measure will generate significant interest and this augurs well for the future of the Maltese Agricultural sector.
